MOON SUBDIVISION, North Monterey County — October 30, 2026. Property owners who live in or near Moon Subdivision should check the exact boundary of their local maintenance district before assuming that Monterey County is responsible for a drainage ditch, streetlight or neighboring road. The county’s Local Agency Formation Commission (LAFCO) maintains a separate 2025 map for County Service Area 32, Green Valley Acres/Moon Subdivision. This is an important distinction for people living near adjoining but separately maintained parcels.

One district name can cover separate areas

LAFCO’s 2025 district map identifies multiple distinct subareas of CSA 32, rather than an all-purpose public-works territory covering every nearby road. Its mapped road references include Moro Road, Beatrice Drive and surrounding Prunedale-area neighborhood streets. The map’s sphere-of-influence notation says that no separate sphere of influence is designated outside the district’s existing boundaries. The 2025 review reaffirmed that sphere-of-influence arrangement; it should not be described as a 2026 annexation or a new development approval.

What does the district provide?

County Board of Supervisors assessment records describe street lighting, storm-drain maintenance and surface-water disposal as purposes for CSA 32. That does not mean each facility on a private road belongs to the county. Responsibility can depend on the recorded parcel boundaries, easements, developer agreements and the type of infrastructure. In some places an HOA, water supplier, private landowner or another district may have its own duties.

Does a district map establish the homeowner’s annual charge?

No. A service-area boundary defines a service and assessment jurisdiction, while actual yearly assessment amounts require reference to a separate county levy resolution and the specific parcel. The district’s 2026–27 recommended spending plan has already been discussed in a separate California58 report covering the shared CSA 32 budget. This article concerns where the district applies, not a second appropriation to Moon Subdivision.

Where should neighbors check their address?

Start with LAFCO’s public Studies & Maps directory, choose CSA 32 — Green Valley Acres/Moon, then compare the linework against the exact assessor parcel number and Monterey County GIS Parcel Report. If responsibility remains uncertain, ask county Public Works for an adopted maintenance map or recorded easement before assuming the county will fix a specific road or drain.
